Crimean parliament votes to join Russia, hold referendum in 10 days on ratifying

The Crimean parliament has voted for the region to join Russia. The decision will only come in force if approved by the Crimeans at a referendum which will be held in 10 days.

Crimean MPs voted on Thursday for the region to “to become part of the Russian Federation as its constituent territory,” says the text of the regional parliament’s statement.

78 MPs said yes to Crimea joining Russia, while 8 abstained from voting.

When the decision was announced to several thousand people waiting outside the parliament building, they, according to Itar-Tass, welcomed the news with cheers and screams of “Russia!”

The parliament has also made a decision to ask the Russian leadership to “launch the procedure of Crimea becoming part of Russia.”

The speaker of the Crimean parliament, Vladimir Konstantinov, explained that the parliament’s decision on the region joining Russia still has to be approved at a referendum, which has been scheduled for March 16. That’s two weeks earlier than announced last week.

"We are not in a rush, but that’s what the current situation demands,” Konstantinov told Itar-Tass. ‘We are trying to address the sentiments currently shared by the population. Those are uncertainty and fear. We must give them confidence and offer a clear political way out of the crisis.”

There will be two questions on the Crimean referendum ballots.

“The first one: Are you in favor of Crimea becoming a constituent territory of the Russian Federation. The second one: Are you in favor of restoring Crimea’s 1992 constitution,” the autonomous region’s First Deputy-Premier Rustam Temirgaliev said.

According to the 1992 constitution, the autonomous republic is part of Ukraine but has relations with Kiev, defined on the basis of mutual agreements.

The variant which gets the simple majority will be the winner in the referendum.

Sevastopol residents will take part in the referendum, despite the city enjoying a special status and not officially being a part of Crimea, according to Sergey Shuvainikov, a Crimean MP.

“We will give Sevastopol an opportunity to have its say,” he said, as cited by RIA Novosti.

Kiev has reacted by describing the referendum illegitimate.

"My position is that this referendum is unconstitutional," the coup-imposed Ukraine’s economy minister, Pavlo Sheremeta, said as cited by Reuters.

Acting Ukrainian President Oleksander Turchinov said authorities in Crimea region were “totally illegitimate, both the parliament and the government.”

"They are forced to work facing the barrel of a gun and all their decisions are dictated by fear and are illegal," Turchinov’s spokeswoman said.

Crimea’s authorities have meanwhile announced that they are ready to nationalize all Ukrainian state enterprises and introduce a ruble zone in the region in case the referendum decides in favor of joining Russia, according to Interfax.

Russia’s State Duma (parliament) is ready to consider the possibility of Crimea joining Russia, according to the head of the Duma committee on the affairs of the Commonwealth of Independent States (CIS), Leonid Slutsky.

"The State Duma will consider any bills concerning this issue when the referendum has taken place and when the Russian leadership has made a decision on it,” Slutsky said as cited by RIA Novosti.

Meanwhile, the Crimean authorities said they were still negotiating a way out of the current crisis with the OSCE. The speaker of the Crimean parliament, Vladimir Konstantinov, said talks were under way and more were still to come.

Facts you need to know about Crimea and why it is in turmoil

More than half the Crimean population are Russian and use only this language for their communication.

Crimean authorities denounced the self-proclaimed government in Kiev and declared that all Ukrainian law enforcement and military deployed in the peninsula must take orders from them. The majority of troops in Crimea switched sides in favor of the local authorities.

US imposes visa restrictions on Russians, Crimeans who ‘threaten Ukraine security’

The US is imposing visa restrictions on Russian and Crimean officials and private citizens who they accuse of “threatening Ukraine’s sovereignty and integrity,” the White House says.

American President Barack Obama has signed an executive order authorizing sanctions against “individuals and entities responsible for activities undermining democratic processes or institutions in Ukraine.”

The White House said in a statement that this order is “a flexible tool” that will allow it to sanction those who they consider “most directly involved in destabilizing Ukraine, including the military intervention in Crimea.” The document does not preclude further steps in case the situation deteriorates, it added.

The announcement comes as the Autonomous Republic of Crimea is getting ready to hold a referendum on March 16 on whether it wants to remain part of Ukraine or to join Russia.

The US, along with its European allies, has displayed support for Ukraine’s coup-appointed government and repeatedly criticized Moscow’s stance on the situation in the former Soviet Republic. Tensions between the two world powers intensified after top American officials threatened Moscow over its position on Ukraine and what the West calls Russia’s “invasion” in Crimea.

US Secretary of State John Kerry warned Russia on Sunday that “all options are on the table,” echoing Obama’s statement last week about “costs for any military intervention in Ukraine.”

According to the Russian Foreign Minister, the US Secretary of State John Kerry told him that for now there are no blacklists of Russian officials who would face sanctions over Ukraine. Washington is continuing to aggravate the situation by threatening to impose sanctions, Sergey Lavrov said on Thursday after a meeting with Kerry in Rome. Such steps are not constructive, he added.

“I drew the secretary of state’s attention to the non-stop aggravation of the situation, and the announcement about some lists of Russian officials who would be banned from entering the US. He assured that there are no such lists at the moment, but there is only an order [by the president],” Lavrov told journalists after the talks. That, however, does not change anything since that is “still a threat,” Lavrov added.

As of today, Moscow and the US have failed to reach an understanding on Ukraine, Lavrov said, summarizing the results of the meeting with Kerry.

“We need to have a clear understanding of what our partners mean when proposing to set up some international mechanism and what its composition will be,” Lavrov said. Russia considers it is most important to “respect” the February-21 EU-brokered agreement to settle the crisis. Another crucial aspect is that any process must be supported by all Ukrainian regions, he said.“First of all in this respect we are worried about Crimea and South-eastern regions,” Lavrov said.

“The second most crucial aspect is that any process that might be supported must be based on the clearly voiced agreement by all Ukrainian regions,” Lavrov said.

Under the pretext of “deterring Russian aggression” in Ukraine, the Pentagon announced its plans to send several additional fighter jets for NATO air patrols over the Baltic states and, also expand aviation training in Poland.

Meanwhile, in an attempt to heap further pressure on Moscow, NATO announced on Wednesday a full review of its cooperation with Russia and said that it would suspend planning for a joint mission linked to the Syrian chemical weapons. Moscow slammed the move as an application of “Cold War” stereotypes and double standards.

The Crimean authorities have denounced the self-proclaimed government in Kiev and declared that all Ukrainian law enforcement and military deployed in the peninsula must take orders from them. The Crimea authorities have asked Russia to provide assistance to ensure peace and order in the region.

Facts you need to know about Crimea and why it is in turmoil

Many units within the national armed forces have started joining up with the pro-Russian Crimean government and the locals who organized self-defense against right-wing radicals. Recently, the commander of the Ukrainian navy and most of the military stationed in the peninsula took new oaths.

'US using their Africa and Middle East strategy in Ukraine'

‘Denial of reality’

Foreign policy expert, Nebojsa Malic, believes that the West is sticking to its usual strategy: an “absolute denial of reality when it suits their aims.”

“Unfortunately, neither the Europeans nor the Americans generally allow facts to get in the way of a good story and what Mr Kerry said, the fairy tale about peaceful protesters being murdered by the government, that’s their fairy tale and they are sticking to it,” Malic told RT.

British Labour Party politician and MP Jeremy Corbyn suggests that the Western authorities should address a number of issues related to the Ukrainian crisis, namely the nature of some of the protesters and the question of representation of different nationalities living in Ukraine.

“I think [there are] two issues that the Western governments have got to address: that the far-right forces that were active at the central square in Kiev, quite racist organizations, seem to be largely ignored by the Western media in the run-up to the removal of President Yanukovich; secondly, they have to recognize that any government in Ukraine has got to make itself representative of all the people of Ukraine, whether they are Russian-speaking, Ukrainian-speaking, Tatar people or whatever group they are from. Surely that has to be the right way forward and I hope it will be the way forward. Otherwise, fundamental instability is going to be there for a long time to come,” Corbyn said.

He also added that “those forces that were active in opposing Yanukovich’s government included very genuine people who were concerned about corruption and efficiency and mismanagement, but they also included some very nasty forces that seem quite happy to be associated with Nazi and neo-Nazi insignia.”

Corbyn claims that “what is happening in Ukraine is going to have to be resolved politically” without any foreign intervention.

“I think military intervention by anyone is wrong and I think expansion of NATO beyond its existing area is also wrong and I regret that the Organization for security and cooperation in Europe wasn’t given the premier role it should have been given at the end of the Cold War,” he told RT.
